How it Started.

In 1996 two individuals - one from the State Survey Agency and the other, a Nursing Home Administrator - joined hands and came up with an idea to develop a coalition with goals to enhance the quality of life of nursing home residents through culture change and deinstitutionalizing efforts. What happened as a result of that meeting ....

NC CMP Projects Through the Years.

The Coalition formed in 1996 with goals of educating people on philosophies of cultural and environmental enhancements in long-term care settings, supporting those organizations that chose to adopt cultural and environmental enhancements, and advocating change promoting human growth in caregiving environments.  CMS did not implement the Civil Money Penalty Reinvestment Program until 16 years after the formation of the Coalition.  However, between 1998 and 2011, North Carolina had already awarded over $2 million in grant funding to 125 certified nursing homes for culture-change enhancements and developed a RFA process to apply for this funding.

  • •In 1998, 13 nursing homes received grant funding at $15,000/each

  • •In 2001, 7 nursing homes received grant funding at $25,000/each

  • •In 2004, 15 nursing homes received grant funding at $25,000/each

  • •In 2007, 16 nursing homes received grant funding at $15,000/each

  • •In 2009, 18 nursing homes received grant funding at $24,000/each

  • •In 2011, the Coalition awarded the highest amount of grant funding – providing $15,000/each to 56 nursing homes implementing culture change enhancements.

In 2012, CMS introduced the CMP Reinvestment Program and in 2016, they began publishing details of CMP-funded projects for all States on their website.  For a snapshot of CMP-funded projects in North Carolina from 2016 - 2024, click on the link below.
