CMS announced changes to the CMPRP on September 29, 2025.  

CMPRP Application – CMS has developed a standardized Application Form to streamline the review and approval process, ensuring consistency and reducing administrative burden.  This includes the discontinuation of the Extension and Continuation application form.

Project Funding Cap – CMS has increased per-project funding limits across all categories to account for inflation and program evolution, supporting enhanced quality improvement initiatives while encouraging more funding requests from nursing facilities.  This includes changes to the number of Quality-of-Care Training projects that a nursing home is able to participate in simultaneously.

Allowable Technology Parameters - CMS has updated and clarified the allowable technology parameters to support high-quality resident-centered projects.

Mental and Behavioral Health Projects - CMS is accepting applications for Mental and Behavioral Health projects following the conclusion of the Center of Excellence collaborative initiative with the Substance Abuse and Mental Health Services Administration.

Workforce Enhancement Projects - CMS is accepting workforce enhancement project applications focused on improving competency, education, and training for direct care workers in nursing homes.

Project Results – CMS is updating project reporting parameters to require demonstrated success in meeting project goals and objectives before allowing project duplication in other nursing homes or states, while streamlining reporting timelines and improving measurable outcomes.

State Plans: Public Posting Enhancement – CMS is enhancing transparency by posting additional key elements of State Plans, including the State's CMP fund balance

Civil Money Penalty Reinvestment Program Revisions
QSO 23-23-NHs

Changes made by CMS on September 29, 2025 with QSO-25-26-NH will override some of the rules set forth in QSO-23-23-NHs

The CMPRP Revisions were rolled out on September 25, 2023 after a 5 month review of the Civil Money Penalty Reinvestment Program by CMS.  In revising the structure of this program, CMS' goals are to "better define application criteria, clarify allowable and non-allowable uses of CMP funds, and establish funding maximums."  

CMS provides State Agencies with updated information each year in September during their Global Calls.  This updated information is provided to grantees, potential applicants, and other interested parties at our annual CMPRP Update.  Please view the link below to see the PowerPoint presentation from the most recent CMPRP Update in September 2024.

Highly Sophisticated Technology

"We will no longer approve CMP funding for complex or highly-sophisticated technology projects, such as telemedicine, virtual reality, or artificial intelligence. These types of projects typically have high costs that, if adopted broadly, would quickly exceed the available amount of CMP funds, preventing access to all nursing homes and resulting in inequity. While some of these projects may have merit, we want to ensure all nursing home residents have access to basic services and beneficial projects before funding more sophisticated services in only a few nursing homes, creating inequity."

Public Health Emergency Communication Technology & Visitation Aid Funding

"During the Public Health Emergency (PHE), CMS developed applications to facilitate visitation and prevent the spread of COVID-19 infection. Since the PHE ended in May 2023, CMS will discontinue the CT/VA category and no longer accept new CT/VA applications, effective January 1, 2025."

  • Conflict of Interest Prohibitions

  • Duplication

  • Capital Improvements

  • Nursing Home Services and Supplies

  • Supplementary Funding of Federally Required Services

  • Complex Technology (review LIST of non-allowed technology)

  • Research

  • Quality Innovation Network-Quality Improvement Organization (QIN/QIO) Approved Projects

  • Charging for Nursing Home Employee Salary

  • Palliative Care Services

  • Dental, Vision, Hearing Services

  • Incentives

  • Overlap with State Functions

  • Previously Denied CMPRP Projects

  • Telemedicine Services and Equipment

  • Prohibited Budget Items
