NC Application Submission Timeline

CMP applicants are required to adhere to the application submission timeline for North Carolina as well as CMS.  CMS outlines their requirements on page 17 of the CMP Applications Handbook.  North Carolina's submission timeline, highlighted below, is included in the RFA, which is available on the NCDHHS website.

Application Submission to State Agency for Review (8 weeks maximum)

  • State Agency will review the initial application within 14 days to return to the applicant for revisions

  • 1st ATTEMPT The applicant has 14 days to make necessary revisions and resubmit for review by the State Agency

  • The State Agency has 7 days to review revisions and submit any additional corrections to applicant

  • 2ND ATTEMPT The Applicant has 7 days to make revisions and return to State Agency

  • The State Agency has 7 days to review revisions and submit any additional corrections to applicant

  • 3RD ATTEMPT Applicant has 7 days to make revisions and return to SA

  • After the 3rd attempt, the State Agency will either accept the application for further review by the NC CMP Review Team, or will deny the application for further review

If the application is approved by the State Agency, it will be submitted to the NC CMP Review Team for further review. If it is denied, the applicant will receive written communication regarding the reason for denial.  The applicant can resubmit a new application no sooner than 60 days after the original application is denied by the State Agency. Newly submitted applications must include updated Letters of Support from participating facilities. 

 

Application submission to North Carolina CMP Review Team (4 weeks maximum)

  • The State Agency sends the application to the Review Team and they have 14 days to review

  • The State Agency meets with CMP Review Team.  If additional revisions are recommended by the Review Team, the application is sent back to applicant and they are given 7 days to make corrections and return the application to the State Agency

  • State Agency has 7 days to review the application and present corrections to the Review Team.  The NC CMP Review Team will make the final decision to deny application or send to CMS for review. 

If the application is approved by the NC CMP Review Team, it will be forwarded to the National CMP Team in Baltimore for final review.  If the application is denied by the Review Team, the applicant has the right to request a meeting to discuss the reason for denial.  The applicant can resubmit a new application no sooner than 60 days after the original application is denied by the NC CMP Review Team. Newly submitted applications must include updated Letters of Support from participating facilities. 

Application submission to the National CMP Team

The applicant should follow guidance from the CMP Application Handbook, page 17, Application Submission & Review Process.

 

The State Agency will notify the applicant of CMS’ decision to approve or deny the application.  Applications that are denied by CMS cannot be resubmitted to the State Agency again for review.  If CMS approves the application, the applicant will be notified by email and additional information will be sent to be completed by the applicant and returned to the State Agency. 

 

 

Once completed forms have been completed and returned by the applicant, the State Agency has 14 days to provide all necessary information to NCDHHS for the contract.  The applicant should expect 30-60 days for the contract to be completed, reviewed and signed by relevant parties.  Projects cannot be implemented until the official executed contract is in place. 

 

The total maximum time from submission of application to the State Agency until project implementation is approximately 7-8 months.  Please keep this in mind as you project your implementation date on the application as well as the Letters of Support.
