CMP Reinvestment Projects

A project is considered an "extension project" if it is similar in project details to an in progress or completed project approved after April 1, 2018 (same applicant and/or same collaborating partner, similar project focus, but to a different nursing home population).
A project is considered a “continuation project” if it is similar in project details and nursing home target population to a previously approved CMP project. Continuation projects cannot exceed the allowable 36-month limit.
Letters of Commitment
CMS requires that Letters of Commitment from each participating facility be submitted with the project application. Recruitment of facilities or adding additional facilities to the project are not permitted after the project has been approved.
CMS requires the following information be included in a Letter of Commitment:
1. The project title
2. The project time frame (1, 2 or 3 years)
3. The nursing home's CCN number (CMS certification number)
4. The signature of an individual authorized to commit the nursing home
5. An acknowledgement from the nursing home that participation in this project and subsequent use of funding will count against their budget for that funding category.”
A sample Letter of Commitment is provided for applicant use. Applicants may use their own Letters or may use this template.
Additional Requirements for Extension Applications
In order to submit a CMP Reinvestment application, 'the results of a project must demonstrate that the applicant has successfully met the project's goals and objectives before duplicating the project in another nursing home or state. These results must be submitted as part of the application process for any subsequent projects or extensions.'
Previously, applicants were required to reach out to the State Agency where the project had previously been implemented and request a Letter of Support to submit with their application. This is no longer a requirement. Applicants are responsible for submitting their own project goals and objectives from the previously implemented project.

A list of Non-Allowable Uses of CMP Funds can be found on the CMS website. This list includes examples of projects/products that cannot use CMPRP funding.
Project applications previously denied by CMS cannot be resubmitted.
